유보통합 시 고려되는 질적 항목은 운영 시간 및 일수, 기관 평가체계, 교사 1인당 아동 수, 부모부담비용, 급간식비, 시설면적, 교사 양성 및 자격 체계 등인데, 교사 양성과 자격 통합방식 및 근무여건 하향에 대한 우려로 유보통합을 반대하는 시각도 존재한다. 유보통합 추진 시 교사 양성과 자격 기준, 근무여건은 신규로 구상되는 게 합리적이고 또 그러리라 예상되지만, 유보통합에 대한 반대의견이 유치원 교사에서 높게 나타나는 것이 현 상황이다.
